Big Data Dreams in Mooresville Hit a Roadblock

If you’ve been following the chatter around Lake Norman lately, you know one of the biggest stories isn’t about boats or bass fishing—it’s about bytes.

Teresa Earnhardt, widow of NASCAR legend Dale Earnhardt, has been working with developer Tract on a rezoning request for 300 acres in east Mooresville to make way for a $30 billion data center campus, dubbed Mooresville Technology Park. The land—between Patterson Farm Road and Rustic Road—was once Dale’s go-to spot for hunting and fishing.

But according to Mooresville Mayor Chris Carney, that plan is running into some major speed bumps. In an interview Friday, Carney said he and the six town commissioners aren’t ready to green-light the rezoning without knowing one big detail: exactly which tech giant would own and operate the campus.

It’s not a small ask. Data centers run differently depending on whether it’s Amazon, Microsoft, Apple, or Google. Without a confirmed buyer, Carney says the town risks committing to decades of infrastructure and tax deals without knowing what’s in store.

Tract’s business model is to build first and find a buyer later, but that hasn’t sat well with Mooresville’s leadership. “At the end of the day, the only thing that makes sense about a data center to a municipality is, are you going to collect a lot of tax dollars,” Carney said, adding that purposeful growth is the priority—especially since extending water lines to the site could open surrounding land to even more development.

Unless something changes before the September 15 meeting, Carney says the rezoning request is likely to be denied. That leaves the future of this massive project—and its impact on the Lake Norman area—very much up in the air.
